Which of the following most accurately describes the problem?

ATBirmingham on Monday J. Hickman and Son Ltd., of Brierley Hill, who operate a scheduled service carrying spare parts for BMC and the Ford Motor Co.. Ltd., were granted an application to switch ,30 vehicles at present on Contract A licence to Ford to a B licence.

The original condition sought of "goods and materials of all description for the motor and engineering industries" attracted objection from British Road Services and British Railways, but agreement was reached when it was amended to: "Traffic from Brierley Hill depots for Ford Ivlotor Co. Ltd., BMC Service Ltd., StandardTriumph Sales Ltd. and Jaguar Cars Ltd.; part loads for firms for whom goods are collected or to whom goods are delivered and for engineering industries. Return loads for the four named companies."

For Hickman, Mr. N. Carless explained that the applicants already operated an almost identical service for BMC with 34 vehicles already authorized on B licence. In January, Ford decided to transfer the ownership of engines under its

reconditioning scheme from itself to the dealers concerned. This meant that they had to be carried on B-licensed vehicles.

There were a number of types of movement which were causing his clients some difficulty in trying to decide to whom the traffic actually belonged in transit, went on Mr. Carless. There were also occasions when Hickman wanted to put part loads for BMC on vehicles carrying Ford traffic and vice versa. The application, if granted, would give interchangeability to the whole fleet of 64.
