Which of the following most accurately describes the problem?

LLOWING his reserved decision on the application of Stanley S. Hyde Ltd., of Bingley, to add 13 vehicles to the company's A licence, the Yorkshire Licensing Authority, Mr. M. Gosnay, has now refused the application in a written decision, He said that this had not been influenced by the refusal of an application for 20 additional vehicles heard in July of last year (COMMERCIAL MOTOR, July 23).

Mr. Gosnay said that this was not a case where a customer was asking for a transfer to A licence. Nevertheless, it was submitted that having no other business, any additional vehicles granted would be on A licence, vide Clark and Merchandise Transport appeals. There was sufficient evidence from the objectors against a grant on A licence and the abstraction which would follow.

If Hyde Ltd. wished to seek a B licence for the five vehicles on short-term, there would be no difficulty in proving need, said the LA. Similar conditions would be attached as on the existing B licence.
