Which of the following most accurately describes the problem?

FINES totalling £.12, on 12 summonses for not having proper licences, were imposed at Wimbledon last week upon Oakleys (London and Scottish Transport), Ltd., Queens Road, Wimbledon.

The company pleaded guilty.

Mr. 13. J. Potter, defending, said that shortly before the offences occurred the East Midland Licensing Authority had granted the company six contract-A licences which did not expire until 1958. It was wrong to have issued contract-A licences. said Mr. Potter, because the defendants carried goods from a clearing house for a large number of customers.

Later the Licensing Authority admitted the error and asked for the surrender of the licences. The company did so, but did not apply for new ones. " They were completely confused by the difficulties caused by the East Midland Tratlie Area," Mr. Potter told the magistrates.
