Mr. Stewart. Sunderland. a taxi owner, applied for a B licence for three vehicles to carry newspapers for W. U. Smith and Sons, Ltd. He told Mr. F. Milton. for Mr. C. Garnsworthy. who objected, that he had not discussed rates with the company. The applica• tion had been made at Smith's request. as Mr. Garnsworthy's service was said to be unsatisfactory.

When Mr. Milton suggested that £1 Is. payment for a round would hardly cover running costs and drivers' wages, applicant stated: "I will drive one van and my sons the other two, so wages do not matter."

Mr. H. Tomlinson, Sunderland manager of Smith's, said that a change would have to be made because of many complaints of late deliveries. Mr. Garnsworthy said that he had been doing the work for seven years. Most of the delays had started during an illness he had in 1954.
