Which of the following most accurately describes the problem?

Keywords : Whitehaven

YEOWART'S Coaches of Whitehaven has appealed to Transport Secretary Tom King against the Northern Traffic Commissioners' refusal to grant its application for two daily and one Sunday bus service.

Yeowart 's Yellow Bus Service was the subject of an Appeal Court decision when Cumbria County Council won its appeal against a decision to allow a service by former Transport Secretary Norman Fowler and caused it to suspend its stage operation. In their recent written decision rejecting the latest Yeowart application the Commissioners concede that fares in Whitehaven were lower than they would have been had it not been for the 15 months of Yeowart operation and that over 288,000 new passenger journeys had been generated.

But they said that the additional traffic was insufficient to offset revenue lost by National Bus Company subsidiary Cumberland Motor Services.

Cumberland chairman Bob Rawlinson said recently that urban competition was undermining rural services.
