Which of the following most accurately describes the problem?

DETAILED plans are nearing completion to bring trams back to Glasgow.

There is an urgency to get the plans ready because a terminus for the service would be at the new Scottish Exhibition Centre under construction at Queen's Dock. That is due to be completed in 1985.

It is hoped that the tram will operate on the day that the centre opens for business. Ironically, the first exhibition to be housed at the centre will be the Scottish Motor Show.

The tram service would operate between Glasgow Green and Queen's Dock, using Clydeside and Argyle Street. The problems are enormous and the cost might seem prohibitive, but Glasgow District Council thinks they can be overcome.

Its planning director, James Rae, said: "Strathclyde Region as the authority for transport will decide, but even if the Region rejects the plans I intend pressing ahead with Glasgow District Council to get the money from public funds or private, or a mixture of both."
