Which of the following most accurately describes the problem?

• "These are serious offences and I don't expect any holder of an operator's licence to commit offences like this," said Mr. R. R. Jackson, South Wales LA in Cardiff last Friday.

Appearing before the LA to show cause under Section 69 was Mr Leonard Joseph Cornelius, of Penypeel Road, Cardiff, who had an 0 licence for eight vehicles.

Refusing the offer of being represented because, he said, he felt that solicitors did not have sufficient mechanical knowledge to be of any help, Mr Cornelius admitted using a vehicle on the road for several months while it had a prohibition order on it.

Mr Cornelius told the court that the GV9 was issued by the West Midland Traffic Area and he didn't know anything about it. He said he asked his drivers every night if they had anything to complain about and one driver who had been pulled in to the side of the road told him he did not think there was anything wrong with the vehicle. The driver did not know it was a prohibition order.

Referring to convictions at Bridgend magistrates' court for overloading. Mr Cornelius said these took .place on the last day a Russian ship was unloading at Barry and when the load was weighed at the yard he was caught.

When told his vehicle was considerably overloaded he informed the LA that the timber was covered with ice. "Standardwise," said Mr Cornelius, "it was not overloaded but weightwise it was."

"At that time of year you should make allowances for wet timber." said Mr Jackson.

"I don't expect any licence holder to commit offences like this and I will curtail your licence by removing your margin of two vehicles and will suspend three other vehicles for three months, the suspensions to run from June 21," said Mr Jackson.
