Which of the following most accurately describes the problem?

• The SELNEC Passenger Transport Authority is to apply to the North Western Traffic Commissioners in August to increase bus fares. The increases would be of up to 2p on medium and long-distance fares. However, many short journeys and minimum fares would be exempt from any increment.

The Authority says that rising costs and declining numbers of passengers make it necessary to increase revenue by 15 per cent each year, although savings of £1m a year had been made. The proposed increases are estimated to yield an extra .E2im a year, and are claimed to be "the absolute minimum" needed to meet the statutory obligation to operate on a viable basis.

Under a SELNEC PTA operating agreement with Lancashire United Transport it is also proposed to "peg" LUT fares and so bring them into line with those of the PTA. Cheap fare periods Will also be introduced on L1_7T services.
