Which of the following most accurately describes the problem?

"THE Committee performs a valuable I service in underlining the importance of transport. on on account to the national economy and in clearing the air of much ill-founded criticism of and prejudice aeainst C licence vehicles": this was the comment of the Traders Road Tiamsport Association in welcoming the Geddes report's recognition of the importance of preserving the trader's freedom of choice in transport.

The Association also welcomed the outright rejection of radius limits, proof of need and other restrictions on the goods vehicles used by trade and industry. Although the right to carry for hire and reward was not sought by C-licensees generally, the TRTA felt that this proposal followed naturally from the recommendation to abolish licensing. Most traders could not use the facility, or could use it very little without prejudicing their prime purpose of 'giving service, hut the TRTA said the suggestion woold be welcomed by those who could make use of it. The Assockition instanced groups debarred from interchangeable use of vehicles.

Also welcomed by the TRTA were the warnings about the •` economic penalty " resulting from any enforced road-to-rail traffic switch, the comments about track costs and taxation, and the suggestions for stringent measures and stricter enforcement of vehicle standards, butthey would like to see more positive measures to encourage preventive maintenance.
