Which of the following most accurately describes the problem?

VEHICLES which at present escape the terms of the rear markers regulations should not be brought into their scope if the present regulations are altered, says the Freight Transport Association.

In response to a Government consultation document recommending that the threshold above which markers should be fitted should be altered from Imperial unladen weight to metric gross vehicle weight — with the present three ton unladen weight for vehicles changing to 7.5 tonnes gvw and the one ton unladen weight for trailers changing to 3.5 tonnes gvw — it said it hoped that no additional vehicles would be brought into scope.

The DTp wants to extend the regulations to trailers under 3.5 tonnes gvw if they form part of a combination with a vehicle which is in the scope of the regulations, or if the trailer obscures the rear markings on another vehicle.
