Which of the following most accurately describes the problem?

It would be folly to guess at the outcome of the RHA steering committee's deliberations on the Wells report which is due be submitted to the national council on Wednesday. And one can only hazard a guess at the membership's response to the Association's questionnaire on the subject due to be returned by Thursday. Howeve CM's random sample clearly indicates that the members want something. They may be unsure what they want, but they are certain that before coming to a decision they need more information, more discussion and more time.

The final decision will undoubtedly shape the future of the RHA for good or evil, and consequently that of its members. The matter cannot be dismissed on a technical or legal point—though hearsay has it that this may be attempted. Nor can it be abandoned because of the member apathy—real or imagined.

The well qualified officials at Woburn Place can 'overcome the first two hurdles; the area officials can attend to the "apathy."

As to the discussion, it is not yet too late to include the report in the October conference programme. It could replace the golf tournament, the cocktail parties or occupy an evening session.

A matter of such moment would certainly merit inclusion on the agenda at the TUC or the political party conferences. So why not at the RHA conference?
