Which of the following most accurately describes the problem?

a drawbar trailer outfit at 23 tons gross. Is this so ?

Regulation 81 of the Motor Vehicles (Construction and Use) Regulations 1973 lays

down the maximum permitted weight of k vehicle and trailer, Briefly a rigid vehicle/ drawbar trailer outfit may not exceed 24,390kg (24 tons) gross unless the trailer is fitted with power-assisted brakes which remain operative when the engine is not running and the driver has a warning device to indicate impending failure or deficiency in the vacuum or pressure system. If these conditions are fulfilled the weight may equal but not exceed 32,520kg (32 tons).
