Which of the following most accurately describes the problem?

last week, of the National Council for the Omnibus Industry, it was decided to refer to arbitration the wage claim of 100,000 drivers, conductors and other staff employed by provincial bus undertakings. This step was taken after the trade unions had indicated that they did not wish to withdraw their claims, which call for wage increases and improved holiday conditions.

Last month, the employers rejected the claims, but agreed to an adjournment so that the reasons for the rejection could be considered.

Meanwhile, the Industrial Disputes Tribunal has awarded an increase of £25 a year in salary, as from July .1, to administrative, professional, technical, higher clerical and clerical grades in municipal transport undertakings. General grades will receive advances ranging from EIO to £25 a year. Inspectors and others will also benefitby increases of up to £25 a year.
