Which of the following most accurately describes the problem?

Assembly's High Growth Programme (HG F) which was set up to help new businesses specifically fledgling firms with a realistic chance of achieving a 21m turnover within three years.

Steve Davidson's company fitted the bill. So far, he estimates, Megadrive has capitalised on £40,000 worth of expertise-the HGP has provided the company with information on the Internet, marketing, sales, human resources and accounts.

The programme is provided by Entrepreneur Action (EA) and is managed by the Welsh Assembly. After a free initial assessment an EA advisor puts together a tailor-made package of support. Assistance is available for up to three years.

But a prospective operator must think big and show that he intends to make that Elm turnover. 'It's for small companies with a high potential to grow," says a Welsh Assembly spokesman.
