Which of the following most accurately describes the problem?

• The government still doesn't know how to spend the .2100m it has earmarked to support the road haulage industry.

Another meeting of the best practice sub-committee of the Road Haulage Forum ended in deadlock last week, but it seems increasingly unlikely that the proposed scrappage scheme will ever see the light of day.

Industry sources say there is not enough money to implement the scheme: 'When you divide the money by three and then three again you find there's not a lot of money there," says the Road Haulage Association's Bob Stacey. "For people to think they will get thousands for old vehicles is just not realistic."

The Freight Transport Association declined to comment.

This was the second meeting of the Best Practice sub-group, which has yet to come up with any firm proposals, despite meetings being described as "productive". A third meeting will be held on 31 January to agree concrete proposals to take back to the main RHF.
