I must reply to North Western Traffic Commissioner Beverly Bell, as quoted in your news story headlined "Bell raises the bar for 2001" (CM11-17 Jan).

Regarding transport managers who look after more than one operator, in some respects I believe they become more vigilant on the legal side of the business because they are not involved in the day-to-day running of the operations. Long term in-house managers can become too comfortable and complacent.

The transport manager who looks after more than one operator has to followthe changes within the industry and the act very carefully to stay ahead of the game: it is in his interests to do a thorough job.

Money restraints within the industry dictate to a lot of operators at this present time how much good practice they can afford—and I am well aware of the declaration they sign to obtain their 0-licence.

If the transport managers employed in this manner do the audit in a professional manner, their very broad experience can assist the operator to improve his systems in the same manner as the VI while keeping the costs within the bounds of his operations.

Is Ms Bell suggesting that these transport managers should report bad practice to the VIP It is also my view that most of the transport managers employed this way would report major breaches of the 0-licence and act for a number of very good reasons, including road safety in regards of SMR, drivers' hours, overloading—and their own good repute.

It is also my very considered view that most operators could benefit from an external audit, which would assist the VI to improve the standards of the haulage industry.
