Which of the following most accurately describes the problem?

• The People's Fuel Lobby is planning a new wave of protests from the beginning of March following a committee meeting last week.

However, events will be organised at local level and members will shy away from direct action, says PFL committee member Jim Jordan.

He explains that they will set out to remind people that the PFL is still there and fighting for lower fuel duty: "We are not talking about blockading anywhere—we would not condone that."

Convoys or "processions" hitting all the country's major towns and cities seem the most likely course of action, he adds.

According to west Wales activist Alan Green, up to 200 hauliers could be taking part in protest convoys in his area. He says: "It is just designed to show the government that we haven't gone away and that we still have the highest tax on fuel in Europe."
