Which of the following most accurately describes the problem?

11 tippers from contract A to B licence was withdrawn at Manchester on Monday, after the applicant's representative had declared that he could not stand any more cross-examination.

Walsh Transport (Bolton) Ltd. wanted the 11 units to carry solid fuel for Chrutchley and Co. Ltd., and W. and J. Turner Ltd., as required; and quarry materials from the Carnforth area within 18 miles. At present the vehicles were on contract to Turner and Chrutchley.

Mr. S. Moss, for the applicant, submitted certain operational figures which had been requested by the objectors on the last occasion. Mr. F. Walsh, a director of the company, stated that recently he had,approached some of the objectors and asked for transport but they had not been able to meet his demands.

Mr. J. Backhouse, representing independent operators, observed that five of the contract vehicles had a guaranteed return of £60 each per week. Sometimes they must have been working uneconomically, as they had not all been earning this amount. After more questions Mr. Walsh said that he did not want to continue with the application and asked that it should be withdrawn.

The North Western Licensing Authority, Major-General A. F. J. Elmslie, granted this request.
