Which of the following most accurately describes the problem?

Ltd., Preston, is to balance all wheels being fitted to production chassis, using a ' Hofman machine made, by Laycock Engineering Ltd., Sheffield. A dynamic check is taken to determine the extent of imbalance, after which a static test is used to locate the precise position of the deficiency so that balance weights can be attached to the wheel. This move has been taken to counteract wheel wobble which can occur at speeds in excess of 30 m.p.h. The wheel-balancing facilities are to be made available also to operators of vehicles already in service.
