Which of the following most accurately describes the problem?

thought it was a good idea to put amber flashing beacons on the rear of long loads, lowloaders, cranes and the like.

I have followed them in the dark and wet and found them to be a total danger to following vehicles. There also seems to be a competition between the emergency services to see who can fit the most beacons on the roofs of their vehicles.
