Which of the following most accurately describes the problem?

• Bulk logistics provider Hoyer has joined forces with English, Welsh and Scottish Railways to open a rail terminal at Workington, Cumbria.

The terminal is the final link in a logistics chain developed between Hoyer UK and Hoyer Netherlands operating initially for a contract with American firm Eastman Chemical Company The deal involves dedicated powder containers being shipped from Rotterdam to

Teesport, then onward by rail to Workington. The short journey to Eastman's Workington site is by road, using new 44-tonne trucks.

The scheme will mean a reduction in the number of HGVs on the A66 which cuts through the heart of the Lake District.

According to a Hoyer spokesman, the operation will involve one delivery every 90 minutes, 365 days a year, when running at full capacity.
