Which of the following most accurately describes the problem?

• Talks are now taking place between Shell-Mex and BP Ltd and Manchester Transport Training Group with a view to the establishment of a central service depot for the repair, examination and servicing of commercial vehicles owned by each of the 28 group member firms.

The finance and general purposes committees of the group have already debated the idea of further co-operative facilities following the results of an inquiry, which revealed the almost complete lack of efficient and economic facilities within the areas in which the firms are established and operate.

Such a group enterprise is likely to be undertaken with the backing of Shell who would provide all necessary lubrication for the plant and the vehicles maintained there.

Shell would also, CM understands, be prepared to contribute a substantial sum of money to the enterprise, the cost of which would be borne by each member of the group, £70,000 has been mentioned.

If the group goes ahead with the project a permanent staff of mechanics and other necessary experts would be engaged and the latest equipment installed in the depot which, it is anticipated, would be housed in a suitable building in the Manchester area with convenient access to all member firms.

A representative for the Shell and BP group has addressed members on his company's willingness to back such a conjointed scheme and more detailed discussions, CM was told, are taking place.
