Which of the following most accurately describes the problem?

• The Road Haulage Association wants to see greater freedom for operators to make their own training plans; it would like to see the RT1TB involvement with training groups and the larger, self-sufficient operator reduced to a purely advisory role. This was made clear on Monday when representatives of the RHA met the Board's road haulage committee to discuss the options set out in the recent consultative document (CM December 11). The Association believes this greater freedom would be in line with general Government policy and would also cut administration costs.

The RHA also called for the open-ended grants system to be abandoned.

Passenger transport and motor trade representatives have also been putting their views to the Board in the past week or so.
