Which of the following most accurately describes the problem?

voted in favour of the city council's proposal, under a Parliamentary Bill, to purchase the local bus services and establish a North

Staffordshire passenger transport board. It was estimated that 1,200 to 1,500 people attended the electors' meeting, and that the motion was carried by a 90-per-cent. majority.

On Tuesday of this week, a similar meeting was held at Newcastle-underLyme, where the corporation is acting jointly with Stoke-on-Trent Corporation.

It was stated at the Stoke meeting that a financial expert was confident of the ability of the proposed board to yield a reasonable profit, after making provision for the payment of interest and sinking-fund charges. It was expected that the corporation would be able to reach agreements with 50 per cent. of the bus owners. Numerous economies that could be effected as a result of co-ordination were stressed.

On the previous day it had been announced that provisional agreements for the purchase of about 200 buses, at an inclusive cost of under £5,000 each, had been reached with local bus owners by Stoke-on-Trent and Newcastleunder-Lyme Corporations. There am stated to be 250 buses in the ownership of independent operators in the Potteries district. The Potteries Motor Traction Co., Ltd., owns a further 250 vehicles, Little difficulty in negotiation is anticipated, except with the P.M.T., which has already attempted to outbid the corporations. The price of under 5,000 per bus includes land, garages, plant, spare parts, etc.

A protest against the inclusion of Congleton in the Bill has been made by Congleton Rural District Council. Should the Bill as at present deposited pass into law, the council will press for representation on the board.
