Which of the following most accurately describes the problem?

It wouldn't take much to transfer the Australian Performance Based Standards principle to the UK. The proposed Denby B-Double would be the perfect example to trial it. As long as an operator could show that a vehicle that was designed to operate beyond current EU/C&U weights and dimensions could meet pre-agreed operating, handling and safety criteria then the fact it was "different" to a normal artic or drawbar shouldn't automatically preclude it from use. Indeed, PBS is such a sensible approach to increased vehicle productivity without compromising safety that it merits a UK trial.
