A FIRM that had difficulty in maintaining discipline among its long-serving drivers has had its licence cut from 17 to 13 vehicles as a result of breaches of hours and tachograph regulations.

Brentwood-based Vincent Milman. trading as Vi Milman Transport, was called before Eastern Traffic Commissioner Geoffrey Simms. He also suspended its licence for seven days, giving an opportunity for driver training to be carried out.

The TC said there was a suggestion that Milman had difficulty in disciplining drivers who had grown up with the business. Verbal warnings, of which there were no record, were as far as he had ventured.

Three drivers with up to nine offences each in three months were placing the licence at risk. Only by a clear demonstration of the gravity of these matters would Milman and his drivers grasp what was required of them.

When the matter first came before the TC,Traffic Examiner Matthew Barker had reported that over two months in 2003 there were 20 41/2hr driving offences; one weekly rest offence and 16,052km were unaccounted for. Over three months in 2004 there were 17 41/2hr offences, one daily rest offence and 4,362 missing kilometres.

After hearing the remedial measures that had been taken,theTC adjourned the hearing so Milman could supply him with independent analysis of tachograph records for three months in 2005 to determine the effectiveness of those measures. That revealed 76 41/2hr offences, four weekly rest offences and 2,947 missing kilometres. Barker said the weekly rest offences were serious because in at least one instance only around 20 hours rest had been taken.
