Which of the following most accurately describes the problem?

• Safety regulations are being stepped up at Southampton Container Terminal from the end of this month, when drivers not wearing high visibility jackets will be barred from the dockside.

A combined Transport & General Workers Union, Road Haulage Association and SCT initiative has been launched to forewarn operators who have been reluctant to wear them.
