Which of the following most accurately describes the problem?

LONDON REGIONAL Transport has reacted angrily to a claim by its former master the Greater London Council, that it has secretly scrapped plans to provide cheap travel for students aged 16 to 17.

The operator has pointed out that the former London Transport Executive told the GLC two months ago that it would not be able to implement such a scheme without a specific payment of the £6.6m annual cost and that this payment has never been promised.

LRT also objected to the GLC statement that fares will rise and thousands of jobs would be lost.

It identified the likely loss of 6,000 jobs in its three-year plan presented to the GLC in May 1983 and it is reiterating that its aim will be to achieve the reduction as far as possible by natural wastage and voluntary severance without a major impact on services.

These would then run at lower cost to provide better value for money for passengers, ratepayers and taxpayers.

No final decisions have been taken on the timing or extent of a 1985 fare revision.
