Which of the following most accurately describes the problem?

Time for a Brit disc!

Been worrying about the everincreasing number of foreignregistered trucks on our roads— especially those from former Iron Curtain countries? So have we. You might take a crumb of comfort from the latest twist of the "Kralowetz" affair (see page 6). The case for hiring cheap drivers from Eastern Europe has just taken a terminal nosedive with a Luxembourg Court imposing a hefty penalty for "social dumping." Unfortunately, dealing with the activities of illegal operators is one thing: facing off the challenge from Continental hauliers who legally use non-EU registered trucks and drivers is something else altogether. European Courts will have to decide who can work where. In the meantime, we're far more annoyed by the fact that it's more than a year since this government declared its intention to charge foreign operators to use our roads, and nothing has happened. We know it's been considering various high-tech solutions that can electronically monitor a passing truck. Too bad we can't wait ro years for them to be installed. Right from the start Commercial Motor has opted for the quickest solution: a paper Brit-Disc that must be displayed in a truck window. Introduce it at all ports of entry. Stop hanging about while UK hauliers haemorrhage under the attack of foreign competitors—legal or otherwise. Introduce it NOW. It's really as simple as that. And Wit isn't, let the Treasury and the DoT tell us why.
