Which of the following most accurately describes the problem?

A GERMAN journalist was so impressed by British drivers that he has expressed his admiration and thanks in an open letter to the Queen. If British hotels were better and the pound were cheaper, he said, German learner-drivers should be sent to this country for lessons.

He believes that there may soon be only two kinds of pedestrian in Germany —"the quick and the dead". In Britain, however, pedestrians may cross the road "with heads held high and without turning to look at approaching drivers."

I do wish they wouldn't.
