Which of the following most accurately describes the problem?

STRATHCLYDE PTE has been given the go-ahead to cut its Sunday services by a third and its night services by half.

In a written judgement following a public hearing (CM April 18), the Scottish Traffic Commissioners said they did not consider the objectors' evidence destroyed the PTE's contention that it had carefully scrutinised the situation and the likely effect of the proposed cuts.

They maintained that the PTE's main argument had been that it had insufficient funds to maintain services, despite an increase in Strathclyde Regional Council's support from £5.5m to £9.5m a year.

The Commissioners stated it was not for them to say whether that support was sufficient. "In the present climate, there must be conflict between the duty to provide and promote efficient and committed services, and the duty to break even financially."
