Which of the following most accurately describes the problem?

TEMPCO INTERNATIONAL, part of the National Freight Corporation, has formed a French subsidiary to operate refrigerated transport, frozen food, processing and cold store businesses. The subsidiary recently acquired Robert Hilaire of Bordeaux, one of France's largest frozen food transport companies.

The Hilaire business employs about 100 people. It has a fleet of over 60 refrigerated vehicles (mainly consisting of Volvo tractive units and French-built semi-trailers) and an estimated turnover of FF12m (£1.2m). NFC hopes that the substantial food surplus in the Gironde province of France may be used for export by employing modern refrigeration techniques.

Tempco International was formed in 1973 to spearhead NFC's expansion into cold storage. Last year it entered into partnership with Severnside Foods, a West Country cold storage company, and with Bejam Ltd. A joint concern has been formed with this company to operate cold stores at Milton Keynes.
