safety. One particular hazard identified by Kevin O'Brien is movement of vehicles when they are being loaded or unloaded. A 'Drivers in Cabs' policy, therefore, instructs drivers to wait in a designated safe area until told their load has been dealt with.

O'Brien says workforce involvement in drawing up such procedures plays an important part in ensuring they are followed. "Most sites have safety representatives among the drivers. I tell them they are our ambassadors on the road."

The reps are consulted on the details and wording of risk assessment and safe working practices. "With something like coupling and uncoupling, they probably do it several times a day and I have to make sure the wording is exactly right," explains O'Brien.

He describes this process as a way of "bonding the management team at whatever level with the guys at the coalface who do it every day". He adds: "It stimulates a very positive atmosphere if you involve them all the time."
