III A bid for a fresh licence by Willenhall-based LDS Haulage has been adjourned as West Midland Deputy Traffic Commissioner Alan Cattell is concerned about the repute of the company's nominated transport manager, Brian Biddle.

In July a licence held by LDS Transport was revoked and Biddle, its managing director, was disqualified from holding an 0licence for two years. The revocation and disqualification orders followed Biddle's conviction on charges of aiding and abetting drivers to falsify tachograph charts, for which he was ordered to pay fines and costs of £2,900.

Director Margaret Biddle said she was currently the company's only CPC holder. It was seeking an international licence for one vehicle and one trailer. The offences had been connected with tachographs. Her husband was now solely a driver and she was checking his tachograph charts— she was in effect doing the transport manager's job.

Cattell said he had to be satisfied the nominated transport manager was of good repute and there was a problem there. Brian Biddle had been disqualified earlier this year because he had lost his good repute. If the company wanted to use him in that capacity he would need to seek to have the disqualification lifted. In the light of the convictions, it would be hard to accept that Brian Biddle was of good repute. He suggested that the company found itself a new CPC holder.
