Which of the following most accurately describes the problem?

• Two Vehicle Inspectorate testers appeared at Grays magistrates court accused of issuing fraudulent test certificates. Richard Davey, of Carnach Green, South Ockendon, and Brian Sinfield, of Central Avenue, Corringham, appeared in court with Alfred Wilsher, of Albert Road, Romford, who is alleged to have presented vehicles for hauliers.

They were arrested when police and the VI raided an HGV test station in Purfleet in November 1997.

Magistrates released the three on unconditional bail and adjourned the case until 20 October.
