Which of the following most accurately describes the problem?

CURTHER negotiations were con'. ducted, last Friday, by the wages committee of the Joint Industrial Council into the application by the Transport and General Workers Union for an increase of 4s_ a week in the wages of municipal tram, trolleybus and motorbus operatives and for improved conditions. The concessions sought to include a uniform paid holiday of 12 working days. The question of working conditions is being investigated by a sub-committee, which will meet in a few days. The full wages committee will meet again early next month. Ninety-two municipalities and some 65,000 workers are affected, the outcome being one of national interest.
