Which of the following most accurately describes the problem?

THE new Scottish Regions have established the first allScotland roads and transportation committee as a unit of the newly-formed Convention of Sccittish Local Authorities.

Tom !Fulton, formerly of Glasgow Corporation and now chairman of Strathclyde Region highways and transportation committee, is the first chair/tan. First move has been appointment Of a sub-committee to work with the Scottish Office to assess the claim of the Scottish Bus Group for passenger subsidy.

Past practice was that the various local authorities discussed such applications as individual units. Some local authorities did provide rural subsidies; others refused.

The present situation is that there is acceptance that subsidy might be justified in rural areas, but that there must be a question of the share as between the community as a whole and the individual traveller; and full probing of the Scottish Bus Group operations, finances, policies and so on. There is the attitude that the local authorities should be represented on the Bus Group if they are to pay such subsidies and should exert some form of control of local services.

This is the first-ever situation where all public authorities in Sccitland have combined to consider such a matter; Regions have been preparing these reports which were due in early September; some have still to be completed; ultimate result could be a uniform policy on subsidy and wider local authority access to bus operations and finances.
