Which of the following most accurately describes the problem?

AT a hearing of the East Midland Traffic Commissioners plans by Nottingham County Council for the introduction of a standard fare scale among National Bus Company subsidaries in the country were revealed.

But the Commissioners decided that they could not accept these plans as a reason for postponing a fares increaseapplied for by Trent, which appeared justifiable apart from the county council Objection.

The council had asked the Commissioners to defer the increases sought by Trent on journeys up to 64 mile S within the county, pending the introduction of the Standard scale. But the Commissioners said they could not give in advance their views on the merits of the proposal, for a standard fare.

As the Trent application was predicted to produce less additional revenue than the company could have asked for under the Prices Code, it was approved by the Commissioners.
