Which of the following most accurately describes the problem?

AN END to the gruelling run over Turkey's 2,8,00m (9,200ft) Tahir pass. That was the promise made by a Turkish representative at an international conference in Paris last week. The general manager of the country's Transmodial company said that a bypass south of the mountain was due to open in July next year which would run from Erzurum to Agri.

Apart from bad snow conditions, the Tahir pass is said to have cost the lives of 80 drivers last year.
