Which of the following most accurately describes the problem?

A NORTH-WESTERN firm has escaped with a warning after a threat to its six-vehicle licence had hung over it for nearly a year. The inquiry into Manchester Haulage had been adjourned because, among other things,VOSA evidence was dated.

North-Western DTC. Patrick Mulvenna said that last December there were enough concerns about maintenance, drivers' hours and tachographs that he could have taken action against the licence. However, since then the vehicle and traffic examiners had both given favourable reports and the arrangements now seemed satisfactory. The question was whether Brendan Hickey was effectively the trans port manager, rather than his wife, sole director and nominated transport manager Anne Hickey For the company, Andrew Woolfall said Brendan Hickey dealt with vehicle repairs and servicing.

Anne Hickey dealt with paperwork and the arrangements for maintenance and drivers' hours. She examined defect reports and signed them off. She ensured vehicles were inspected on time and roller brake tests were done. She collected tachograph charts, sent them for analysis and took up issues with the drivers. Quarterly audits were carried out by a transport consultant, who discussed results with her.

'Ibe DTC was satisfied with this arrangement.
