Which of the following most accurately describes the problem?

• UK hauliers' hopes of getting 44 tonnes for general haulage died last week when the European Parliament threw out a Commission plan for a 44tonne limit across the EU.

The UK Government could still act alone to revise UK law, but the Department of Transport believes there is no will to do so for the forseeable future.

The Commission wanted to amend Directive 85/3 to set a new limit of 44 tonnes on six axles, replacing a limit set in 1984 of 40 tonnes GVW for domestic and international journeys across Europe.

Under the Directive, the UK was given until 1999 to raise its GCW limit to 40 tonnes; this deadline stands. 44 tonnes is allowed on six axles within the UK but only when a internodal container is being hauled to or from a railhead.
