• Ian Webb, who trades as U Webb & Sons of Bolton, has been refused an 0-licence allowing him to operate more trucks.

He can now operate two vehicles rather than the six vehicles and two trailers he applied for when renewing his licence.

Webb told North Western Licensing Authority Martin Albu that since his licence expired in April he had been using one vehicle. Agreeing that the vehicle was not taxed, Webb said it was used only on motorway work within coned-off site areas.

Vehicle examiner Colin Waddilove said that in July he had examined two vehicles and issued one immediate prohibition. One vehicle was satisfactory, probably because it had passed its test at the begin fling of June, after previously failing on 15 test items. He felt Webb seemed reluctant to comply with the licensing regulations. And despite a visit in February and a warning letter in March, no effort has been made to instigate a preventative maintenance system.

The vehicles were now being inspected at six weekly intervals by a new maintenance contractor.

Questioned by the LA about finance, Webb agreed that he was two years behind with his accounts.

Albu said that he was prepared to grant a licence for two vehicles and no trailers on the understanding that the vehicle that was off the road went through an annual test before being put back on the road.
