Which of the following most accurately describes the problem?

CHANGES in vehicle design are by no means the only way of making pedestrians more clearly visible to drivers. In West Brompton, the stop lines on the road have been moved back another 5ft to 12ft to give drivers a much better view of crossing pedestrians.

This is typical of the simple, inexpensive road engineering schemes which the Greater London Council claims will cut casualties in the capital by 4,000 this year. Nine engineers and five staff covering 32 boroughs have completed 1,778 projects and, the GLC says, have already saved the community more than £25m a year. This year's schemes will cost a mere £335,000 and are cheap at the price.
