Which of the following most accurately describes the problem?

BIFFA, the BET-owned waste handling contractor, is investing E2.8m in 1985 and E20m over five years on modernisation.

Biffa claims that this follows a market research project which it says revealed a change in customers' attitudes towards waste.

It says it will eventually scrap many of the conventional skiptype containers and vehicles in the new programme.

Twenty front-end loader vehicles (see picture) will join the up-dated Biffa fleet.

The research found that customers prefer clean, smartlooking containers on their premises and Biffa claims this improves staff attitudes and encourages greater efficiency. It added that waste producers realise that waste disposal cannot now be regarded as "a cottage type industry".

Biffa also believes that some customers are highly responsible "but far too many, in the company's view, are still only concerned with getting it off the premises at the lowest possible price."

The waste industry should move towards tailoring waste systems to customers' needs, Biffa concludes.
