Which of the following most accurately describes the problem?

TWO LOOSE WHEELS cost driver Wayne Sach f550 in fines and costs when he appeared before magistrates in Barking, Essex.

Sach, of Canfield Road, Rainham,pleaded guilty to using a vehicle in a dangerous condition in that it had two insecure wheels.

Prosecuting for Vosa, Anthony Ostrin said Sach was driving a 44-tonne artic when it was stopped in a roadside check. An examination of the vehicle revealed that on one axle four of the 10 wheelnuts fitted were loose;on another axle, one of the 10 wheelnuts fitted was loose.

The vehicle examiner considered the vehicle was in a dangerous condition because 4-0% of the wheelnuts were loose on the steered axlcincreasing the stress on the remaining nuts.

Sach appeared at court with a friend who claimed drivers could only make visual checks before taking out a vehicle, and no driver was ever given sufficient tools to tighten wheelnuts. He also pointed out that there were no yellow plastic pointers on the wheelnuts which might have indicated that they were loose.

The magistrates fined Sach £350 with £200 costs and his driving licence was endorsed with three penalty points for using the vehicle in a dangerous condition.

However, they did not impose a separate fine for using the vehicle with loose wheelnuts.
