Which of the following most accurately describes the problem?

• Walls Truck Services, the South Wales recovery operator at the centre of a police probe into overcharging, has defended itself against a new allegation of malpractice (CM17-23 May).

The Gwent Recovery Group claimed that Walls, which operates the Gwent Police recovery contract, had attempted to overcharge a Swindon-based haulier for removing a Ford Transit from a motorway crash scene. But Walls says the overcharging allegation was the result of a misunderstanding between its office staff and technicians on the ground who quoted a fee of £70 before realising their mistake.

Dean Smith, recovery liaison manager at Walls, says that its controller had phoned the haulier, Culligans, as a matter of courtesy after being told to move the vehicle by the police and had given a "guesstimate" that was later changed. He adds: "We would totally refute any allegations of overcharging. There has never been any attempt to defraud anyone by dodgy misbilling."
