Which of the following most accurately describes the problem?

THE FREIGHT Transport Association, Costs and Rates report for the three months to 1 March 1980 shows a higher level of increase than in the previous three months. Fuel price rises and wages settlements were the most significant factors leading to the steep overall rise in costs says the report.

The FTA cost tables include vehicle standing and running costs, drivers wages and overheads. They are based on costs of a sample of FTA members.

The report also highlights increases in haulage rates during the quarter of 13.1 percent for 4-6 ton consignments and 12.6 percent for 16-20 ton consignments. This means annual increases of 24.3 percent and 23.4 percent respectively. The figure is further confirmation of the rates in CM's Tables of

Operating Costs to be published next month.

However whereas the FTA report does not reflect the effects of the budget measures introduced on 26 March where vehicle excise duty rates rose by 20 percent, and 30 percent for vehicles over nine tons unladen weight, and where fuel tax on dery was raised by 3.64 pence per gallon CM's Tables do. These increases mean further increases of between .7 percent and 1.8 percent_
