Which of the following most accurately describes the problem?

A COMPANY secretary who had been taken under the wing of a vehicle examiner at a vehicle testing station had become reasonably proficient and better able to understand the needs for proper maintenance.

Mr Peter J. Bentley, representing his firm, Stort Ash Co Ltd, Little Hallingburgh, Bishop's Stortford, Hens, told the deputy LA at Chelmsford last week, where he appeared under Section 69 and also sought renewal of a licence for 17 vehicles and four trailers, that the examiner had told him that he now considered him "quite a good transport man."

Mr Bentley said he had one qualified fitter assisted by a junior, while he himself did the inspections. He agreed that another fitter was needed and said he intended to take one on.

Making no direction under Section 69, the deputy LA said he would allow renewal of the licence for the 13 vehicles and four trailers actually specified.
