Which of the following most accurately describes the problem?

THE possibility of trailers behind buses to carry luggage which could not go on the vehicles themselves was mentioned in the Commons last week by Mr. Marples during a bus/rail discussion.

The whole problem of luggage was one of a number of points that had been discussed with the bus operators, and which would be borne in mind, he said.

From the Opposition Front Bench, Mr. George Strauss asked the Minister, when he talked about adequate alternative services, if he meant a schedule which would get passengers to their destinations in approximately the same time as by train.

A large number of considerations had to be borne in mind, replied Mr. Marples, and the question of adequacy would be one in the first place for the Transport Users' Consultative Committees.
