Which of the following most accurately describes the problem?

AS PART of Tarmac's policy of treating drivers and hauliers as idiots, it has now issued hauliers with special instructions on what to do in a crisis.

We have already gone safety-mad with Target Zero:hauliers are now made to wear orange reflective trousers, long sleeve high-vis vests, hats and glasses, and are not allowed to climb on vehicles or into vehicle bodies.

We have to endure hour-long induction sessions before we are allowed onto any big project and we even have to carry Tarmac identity cards with our photograph on them.

Now, safety is a good thing and you can never be too careful, but where is this all going to end?

There is a rumour that future safety regulations will require drivers to be wrapped in bubble wrap or padded out in cotton wool. And eventually, trucks will not even be allowed into quarries to load, because it's far too dangerous!
